Matt Dobrosky, who serves as an accounting specialist for the Dare County Finance Department, has been named Dare County Employee of the Month for October 2024. The prestigious award was presented to Dobrosky by Dare County Special Projects and Purchasing Manager Dustin Peele during the Dare County Board of Commissioners meeting that was held at 9 a.m. on Monday, October 7, 2024.
Dobrosky began his service to Dare County on January 29, 2018, when he was initially hired to serve as a water treatment plant operator for the Dare County Water Department’s facility in Skyco. On May 3, 2021, he transferred to the Finance Department, where he took on his current role as an accounting specialist and is responsible for performing a variety of important finance- and procurement-related tasks for the county.
“Matt’s title is the accounting specialist; however, he wears many hats,” said Peele, who went on to note that, in addition to serving as the primary point of contact for all of the county’s utility billing issues and procurement card and gas card programs, Dobrosky is also responsible for troubleshooting any billing and service issues that may arise and for reconciling every county employee’s credit card charges or procurement card charges every month.
“There are currently over 200 active [procurement] cards being used each month—some of those receiving over 50 charges—and Matt’s responsible for making sure all of those are coded and go to the correct account each and every month,” said Peele. “Any time there’s an issue, Matt gets the call, and he’s able to quickly find a solution to keep things moving forward.”
Peele continued his Employee of the Month presentation by highlighting the critical role Dobrosky plays in the procurement arm of the county, noting that he assists with writing every Invitation to Bid, Request for Qualifications, Request for Proposal and newspaper ad issued by Dare County, ensuring that all of the federal and state guidelines for these documents are met.
Additionally, Peele noted that Dobrosky works diligently to ensure the county’s property disposal procedures are consistently performed correctly, and that all of the public notices issued by Dare County and the resolutions that are passed by the Dare County Board of Commissioners reflect the correct general statutes being referenced—tasks that are essential to the success of the county’s operations.
“Whenever I’m out of the office, I feel confident that everything is in good hands because Matt’s so knowledgeable in the field of procurement,” said Peele. “In fact, in March of 2024, after several [University of North Carolina] School of Government courses, classes, tests and conferences, Matt earned a Certified Local Government Purchasing Officer designation, making him one of two [Dare County] employees to have done so.”
In addition to Peele, Dobrosky also received a considerable amount of praise from colleagues who recommended that he be named Dare County Employee of the Month, one of whom commented on both the complexity of Dobrosky’s role as accounting specialist, as well as his willingness and ability to jump in and assist his fellow staff members throughout Dare County’s various departments with any finance-related questions or issues they may have.
“With every conversation I’ve had with Matt, he’s always taught me something new so that I can better navigate our internal financial system and understand what to do with future entries,” one employee wrote in her Employee of the Month nomination form. “Matt completes items for us promptly, is friendly and easygoing, and communicates effectively. He offers to help if I need a finance-related item troubleshooted, and if he is unable to, then he directs me to who can. Careers in finance can often appear daunting due to the amount of responsibility, expertise and attention to detail that is required for managing accounts, but Matt makes it seem easy, and I sincerely appreciate all that he does for us!”
As he concluded his remarks and presented Dobrosky with his Employee of the Month award, Peele commented, “I could stand up here all day rattling off the good things that Matt does for Dare County in the Finance Department, but there’s just simply not enough time to do so. Matt, I’d like to thank you for always being so positive and willing to help out in any way possible each and every time.”
