Plymouth interim Town Manager Christopher Layton, who was previously the Town of Duck’s manager has been censured by a worldwide professional group.
The International City/County Management Association on Wednesday announced Layton was publicly censured by the group’s executive board at their February 12 meeting.
According to a press release, the decision included revoking Layton’s participation in ICMA’s credentialed manager program for five years for his actions while serving as Duck’s town manager, a position he held from the town’s founding in 2002 until his resignation in July 2020.
Layton stepped down following his arrest on a pair assault charges brought by town employees. He was also accused of sending inappropriate text messages to an intern, according to the ICMA press release.
In July 2021, Layton was sentenced to six months probation as part of a deferred prosecution agreement for one of the counts. The other count was dropped after Layton completed the probation period. The Town of Duck paid over $300,000 as settlement to the employees involved in the incidents.
Layton was hired by the Town of Plymouth in January 2021, and has served as interim town manager ever since.
